Debit and ATM Card Users: New Overdraft Rules

Anchorage, Alaska – July 28, 2010 – Cardholders who overspend can now choose how overdrafts will affect their accounts. On July 1, the Federal Reserve’s new overdraft rules for debit and ATM cards went into effect.
Overdrafts occur when consumers make purchases or ATM transactions, but don’t have enough money in their account to pay for it. Most banks, credit unions and financial institutions charge fees each time the account is empty, causing further debt.

  • .Standard overdraft practices. Most banks will cover overdrawn accounts for a flat fee of about $20-$35. Each time a debit card purchase or ATM withdrawal is made on an overdrawn account, the bank will charge an additional pre-determined fee.
  • Overdraft protection plans. Banks may offer a line of credit or use savings account funds to cover transactions on overdrawn accounts. Banks still typically charge a fee for each overdraw on an account, but these overdraft protection plans may be less expensive than their standard overdraft practices.

Better Business Bureau serving Alaska, Oregon and Western Washington explains the new rules concerning overdrafts:

  • Consumers can choose how the bank will deal with their overdrafts. Previously, some banks would automatically enroll account holders into standard overdraft programs and charge them if the account was overdrawn. Now, the bank has to ask permission to charge and consumers can “opt-in.” Consumers have until August 15, 2010, to “opt-in;” otherwise, transactions will be declined on charges that exceed the account balance. Overdrawn account holders will not be charged an overdraft fee, but will also not be able to complete purchases or make withdrawals.
  • Banks must provide up-front information about how they treat overdrafts. On existing accounts opened before July 1, account holders should receive a notice from the bank explaining standard overdraft practices and asking them if they want to continue being charged overdraft fees or have purchases declined when funds are insufficient. On new accounts opened after July 1, consumers will be invited to “opt in” or “out-out” when filling out the initial paperwork and can decide to change preferences at any time.
  • Warning: The new rules do not cover overdrafts resulting from checks or automatic bill payments. On these transactions, banks may still automatically enroll account holders to be billed for overdrafts.

BBB advises consumers to contact their bank, credit union or financial institution for details on standard overdraft practices. Always read monthly statements, updates and other policies to be aware of account terms and fees. If terms are not satisfactory, shop around for another bank. Check out businesses with BBB at http://www.bbb.org/ .

Army Reserve's Best Warriors Battle to be Named Top Soldier and NCO

FORT McCOY, Wis. — The Army Reserve’s Best Warrior Competition will be held here July 25-30, 2010. The 30 competitors come from a total force of more than 206,000 and qualify with victories at preliminary competitions at commands across the country. They will spend the week here facing a variety of physical and mental challenges to test their skills, knowledge and endurance. On the last day, two competitors will be named the Army Reserve’s Soldier and NCO of the Year.

The competitors – 28 men and two women – represent diverse military and civilian backgrounds and experiences. They range in age from 19 to 43 years old. Many have deployed to Iraq, Afghanistan, Kuwait and the Horn of Africa. Several have been decorated in combat with Bronze Star Medals and Combat Action Badges. Their career fields include infantry, military police, healthcare, mechanics, human resources, intelligence, public affairs, civil affairs, and engineering. They have a variety of civilian careers – many times similar to their military assignments, but sometimes not.

These Citizen-Soldiers also represent a cross-section of America. They come from large and small communities, and have attended college or been assigned to units in dozens of other locations. Some were born or grew up outside the United States, and others are naturalized citizens, but all of them voluntarily serve to protect all Americans and our national interests home and abroad.

This year’s competition will start with an early morning fitness test, written exam, and an interview before a board of senior NCOs where competitors can be quizzed on “all things Army.” On subsequent days they will move to a remote training base with primitive living conditions. There they will test their marksmanship and orienteering during day and night, prove their mettle in tests such as hand-to-hand combat, a grueling road march, and a variety of combat-related skills. This year’s competition also includes four “mystery events” announced only minutes before they begin. It is likely that not all who start the weeklong competition will finish, if past years’ results hold true.

The Army Reserve Soldier and NCO of the Year go on to represent their fellow Citizen-Soldiers at the Department of the Army’s worldwide competition at Fort Lee, Va., in October.

For more information, visit the 2010 Army Reserve Best Warrior Competition website .

The winners will be announced at an awards dinner in Sparta, Wisc., at 5 p.m. Central time, July 30, which will be broadcast live online.

New Downtown Art Gallery Opening in August in Fairbanks

A new artist cooperative adds an exciting element to the arts scene in Fairbanks. Braving the economic downturn that lead to the closing of three art galleries this past winter, ten Fairbanks artists have formed Fairbanks First Artist Co-operative. These co-operative artist members will display their art at a new downtown gallery, Co-Op Arts, opening on Friday, August 6

Ken Kokjer, owner of Co-Op Arts Gallery says, ”The closing of the three art galleries significantly impacted the professional art community in Fairbanks. Not only do many artists no longer have a place to display their art, the public has lost the opportunity to enjoy the creativity and inspiration of a very talented segment of our community.”

With support and encouragement from the Co-Op Plaza and the Fairbanks Art League (a new organization under the Fairbanks Arts Association), Co-Op Arts aims to fill a small bit of the gap in the downtown arts scene. Located in Suite 103 of the Co-Op Plaza at 535 Second Avenue in Fairbanks the new gallery will be open seven days a week during the summer, from 11 am to 7 pm. During the winter, the gallery will be open six days a week, 11 am to 7 pm. Art demonstrations, classes and studio tours will add to the gallery’s menu of interest.

Eight of the ten cooperative artists will be displaying their work at the gallery’s opening on Friday, August 6 at the First Friday event from 4-7 pm. Local cooperative artists include Jim Allan, Philip Carrico, Margaret Donat, Susie and Roger Dubh, Nikki Kinne, Shirley Odsather, Kate Wood and Vladimir Zhikhartsev. Each artist features a different painting style or works in a variety of mediums including pottery and jewelry.

For more information on Co-Op Arts contact Ken Kokjer at 388-3235 or call Co-Op Arts at 452-ARTS (452-2787).

Completing Surveys can Increase Telemarketing Calls and Junk Mail

Consumers Receive Surveys with Sweepstakes and Coupon Perks, BBB Says Use Caution

Anchorage, Alaska – July 22, 2010 – Better Business Bureau warns that consumers should use caution when filling out surveys, even those boasting coupons or prizes through sweepstakes and lottery entries.

BBB serving Alaska, Oregon and Western Washington provides the following tips on avoiding surveys and sweepstakes that may lead to telemarketing calls and junk mail:

Surveys
- Never fill out surveys that request personal information, such as Social Security numbers, credit card or bank account information.

- Avoid filling out surveys impulsively. Read the business’ fine print and privacy policy. If it states the company will provide or sell contact information to other businesses or organizations, fill out the survey at your own risk.

- If filling out a survey, look for an opt-out box to avoid receiving solicitations. Even if the survey says consumers can later choose to opt-out of programs that pass on contact and survey information, it may not be worth the hassle of receiving information from annoying, disreputable or scam sources.

Sweepstakes/Lotteries
- Be wary if you receive a win notice, but don’t remember entering the contest. To win a lottery or sweepstakes, consumers must enter the competition.

- Don’t pay to collect winnings; in legitimate cases, shipping and other fees are taken out of the winnings before the money is sent. Taxes on winnings would be handled through tax returns.

- Remember, playing a foreign lottery, via telephone or mail, is against federal law.

Consumers can get BBB Reliability Reports on businesses distributing surveys at http://www.bbb.org/ .

Travelers Complain of Cancellations with no Refunds

Anchorage, Alaska – July 20, 2010 – Alaska is among the states with disappointed travelers who have filed complaints with Better Business Bureau about tours cancelled last minute with no refunds by Renaissance Pilgrimages, Inc of Garland, Texas.

The business offers tours to shrines and other revered locations in Israel, Europe, and Canada. Customers from Alaska to New Jersey complain they paid from $3,699 to $9,596 in advance but have not received refunds.

Renaissance Pilgrimages has an “F” rating, BBB’s lowest, with BBB serving Dallas and Northeast Texas, due to:
- 34 complaints filed against the business, in the last 36 months.
- Failure to respond to 22 complaints.
- One complaint not resolved.
- Four serious complaints filed against the business.

One complaint is from a travel agency in Maryland that booked 11 clients at $3,699 each for package tours. The tours included: Oberammergau, a passion play presented once every 10 years; and the rarely-seen Shroud of Turin in Italy, which might not be on display again for perhaps another 15 years. The trips were cancelled two weeks before departure and Renaissance Pilgrimages has not responded to refund requests, the travel agency complains.

BBB serving Alaska, Oregon and Western Washington offers tips for travel offers:
· Check out the business before you buy. See if they have a professional association with organizations, such as the United States Tour Operators Association, http://www.ustoa.com/  or BBB. Check a travel company’s reliability for free before you buy at http://www.bbb.org/ .
· Before making a payment, get the details of the offer in writing, including the cancellation and refund policy

Delta Christian Ministerial Association Service

Over 200 believers attended a community church service at the City Park this Sunday.

This service was sponsored by the Delta Christian Ministerial Association. A large circus tent was put up by a team of community volunteers and was likewise taken down. A composite worship team led the tent in songs of worship and praise.

Pastor Becker brought the message and several churches brought hamburgers and hotdogs and a smorgasbord of side dishes by the best cooks this side of the Yukon.

The tent was put up in the wet. The sun shone on the event. There was plenty of food and drink, the youth played volleyball and everyone had a great time.

Contact your Pastor if you participated and want to provide feedback on what went well and what could use improvement and if you want to see another community service.
