For over two years, the Deltana Community Human Services Partnership Project has administered and completed a comprehensive community needs/ resource assessment by assigning small work groups to administer surveys and interview tools to target populations in the Deltana region. This activity created a profile of population needs, resources, and readiness to address the problems and gaps in service delivery.

Recently, the DCSP senior work group surveyed 448 seniors by telephone. Over sixty-seven percent of those surveyed agreed senior housing was necessary for individuals to remain autonomous and living independently in their community. The DCSP has learned that senior housing is among the greatest needs currently identified in the community and is basically nonexistent in this region. Consequently, there is a great need for these services throughout the Deltana region.

Deltana Community Services, Inc. is planning to meet this need by building an affordable senior housing complex across from the Community Center in Delta Junction. We are submitting a proposal to Alaska Housing Finance Corporation for consideration to fund the pre-development activities for this project and need letters of support.

I am writing to ask you to write a letter of support for the senior housing to include with the proposal. Your letter could address areas such as senior support of local businesses, the need for the units, support for senior housing, growing populations, and convenience of having senior housing located near the other services such as the senior center, library, shopping, and community activities. Please send your letter to us as soon as possible so we can include it in the funding application. Applications are due by February 9th.

This proposed project will be for seniors age 55 and older. It will be completely ADA compliant and will be built with some extra features that seniors have identified as useful for senior living.

Call to Order – 7:15pm

Anderson Enterprises – Barb Flynn, DCSP board president, briefly shared with the Andersons that the Senior’s Workgroup agreed to employ their services to write and submit the Alaska Housing Finance Corporation 2010 Pre Development Grant application to obtain funds to perform a market analysis for senior housing due February 9, 2010.

The board unanimously agreed to employ Anderson Enterprises service.

Tim and Mary Anderson signed the agreement contract on behalf of Anderson Enterprises.

Barbara Flynn, DCSPI Board President signed the agreement contract on behalf of the Deltana Community Services Partnership, Inc.

Senior’s Workgroup Meeting Notes

Call to Order – 5:31pm

Welcome – Each one present introduced themselves

Announcements – Deborah Hayes, Project Director, opened the meeting with a synopsis vision and purpose of the DCSP and with an introduction of Anderson Enterprises. Deb stated the purpose of the meeting was to hear from Tim and Mary Anderson concerning the Alaska Housing Finance Corporation 2010 Pre Development grant for the planning of senior housing in the greater Deltana region.

Anderson Enterprises Presentation: Tim and Mary Anderson – Mary briefed the workgroup on their history as developers (see attached document)

Tim reviewed the step by step process ,that they as consultants, would guide the DCSPI through if the Partnership chose to employ their services. He stated that the Pre Development Grant would be for $14,000. These funds would pay for their services, pay an architect to draw up basic lines for the senior housing complex, and perform a Market Analysis, as well as do soil testing and determine if the site is buildable.

Once that is completed then another AHFC grant would be pursued for the implementation of the planning and construction of a senior housing complex. The senior housing complex would be 8-10 independent units built on the 14 plus acres to be donated by the City of Delta to the DCSPI located behind City Hall on between Deborah and Hayes Streets.

Later more housing or more assisted-living units can be built as the demand arises. The architect can lay out our wish list for the land so as we expand and development other needed facilities then we have a logical plan for the space.

Con-census of Senior Workgroup – The Board met with the workgroup to hear their input about the Anderson’s proposal.

The workgroup agreed that the Anderson’s have a reputable resume and experience doing similar projects in rural Alaska. They are clear and upfront about their consultation services.

The group discussed the long-term sustainability of the housing units, and how it will be managed, but the group decided that the Anderson’s pre-development planning and market analysis will provide the best information and direction for this housing project.

There was a unanimous agreement to employ Anderson Enterprises to write and submit an AHFC 2010 Pre Development grant
